Stakeholder meeting: preliminary results of the NTM survey in Viet Nam

Overview
On the 19th and 20th November 2019, the Vietnam Trade Promotion Agency and the International Trade Centre will organize a consultative stakeholder meeting involving public agencies, development partners and representatives of the business sector.
The goal is to discuss the preliminary results of the NTM Business Survey and the Survey on Obstacles to Service Trade in Viet Nam. At the occasion, the participants of the event will have a chance to validate the survey results and to help designing strategies to overcome those trade barriers encountered by Vietnamese businesses when exporting and importing. Following an official request from the Government of Viet Nam and through the funding of the Government of Denmark, the ITC Business Survey in Viet Nam interviewed around 1350 Vietnamese traders about their experiences with non-tariff measures (NTMs).
Furthermore, ITC has conducted in parallel interviews with 300 companies in the sectors of Transport & Logistics, Tourism, Information and Communication Technology.
Some preliminary findings:
- Out of the 1028 companies exporting goods interviewed, 38% face difficulties with NTMs
- For both the agricultural and the manufacturing sector, the conformity assessment represent a major hurdle to export
- 29% of interviewed companies importing goods face difficulties with NTMs
- 74% out of 293 companies encounter difficulties when exporting services
- Tourist Visa and regulations restricting the movement of foreign are a considerable barrier to the tourism sector competitiveness
Based on this data and further interviews and consultation with other stakeholders, ITC will conduct additional research and draft a report highlighting the core issues hindering Vietnamese trade. ITC will also prepare a set of recommendations and action plan to alleviate these difficulties. This work will be done by ITC in close collaboration with Vietnamese trade experts, such as CIEM and VIETRADE.
